How reproducible: Always - If "libdconf-dbus" and "dconf-service" not
installed, so gconf cannot comunicate by itself to dbus, that's grave!
due package gsettings-backend are offers by two flavors:
dconf-gsettings-backend and gconf-gsettings-backend

this happened due i swicht to gstreamer event use of pulseaudio, due
pulse are very heavyweight (very) and poor performance focused
the MATE environment could not save setting this due strong depends of
the dconf-dbus missing package (libdconf-dbus)

so understanding that GSettings is a GLib implementation of DConf,
which stores its data in a binary database
THIS ITS CRITICAL DUE WITHOUT THAT PACKAGE MATE CANNOT SAVE SETTINGS
no matter what backend settings daemon are installed, libdconf-dbus
and dconf-service are a strong dependency!

So in conclusion:
* Gconf - XML based database (backend system). Does not fit or seems
to work with mate and gstreamer if some other are not installed0
* Dconf - BLOB based database (backend system). The newer one and
seems defaults touse with MATE, but no info its provided in any place!
* Gsettings - an implementation of Dconf in API level, to communicate
with the service ????!!!???

user must have the choice to select gstreamer either the very
heavyweight-poor-performance pulse server this due
NOT ALL USERS HAVE VERY MODERN MACHINE!

This bug report sounds confused. There is no libdconf-dbus package and
dconf-gsettings-backend already has a dependency on dconf-service.
