I wasn't quite so sure because a) apt blames dpkg which "blames" tex-common b) the details given in the bug about delaying/skipping trigger invocations made me think it might have to do with tex-common (or texlive-base) having to tell dpkg that some triggers may or may not need to be run such that dpkg/apt bean counters can adjust accordingly Good to know it is not caused by the tex packages.
