Verified on my own build vm. Looking at https://buildd.debian.org/status/package.php?p=mysql-5.6&suite=sid the m68k build failed like this before as well, and it was last attempted more recently than the rest. So I'm guessing something we need is no longer available in the minimal sid chroot by default.
