About the archive rebuild: The rebuild was done on EC2 VM instances from
Amazon Web Services, using a clean, minimal and up-to-date chroot. Every
failed build was retried once to eliminate random failures.

It seems that your chroot did not yet have libjq-dev which was in NEW
until recently. Given the package built fine on the buildds and on my
local building environment, I am closing this bug.
