I don't know whether that helps, but:

That version of python-waitress is in the Ubuntu repositories:

http://packages.ubuntu.com/xenial/python-waitress

I'm actually on Ubuntu 16.04, and I experience the same error since about one 
week. Curiously, there was no update for vim-youcompleteme or ycmd in the last 
days that would have caused this problem, so it must be related to some other 
package. However, on Ubuntu 16.04 there was also no update of python-waitress 
recently that could have caused the problem. It used to work with version 
0.8.10-1, but now with the same version it causes the KeyError problem.
