The issue also happens with version 1.4.28-1 (currently in testing) and on the buildd on ppc64el: https://buildd.debian.org/status/fetch.php?pkg=memcached&arch=ppc64el&ver=1.4.33-1&stamp=1478289801 I was able to reproduce it on amd64 by running the build in a loop (it failed in less than 10 tries).
