Justification: renders package unusable

Dear Maintainer,

The latest update of the fossil package broke cloning/syncing over HTTPS.

Currrently (with 1:1.36-1) I get the 'unsupported ip family' error every time
I try to use HTTPS with fossil.

% fossil clone https://chiselapp.com/user/rkeene/repository/tclreadline 
tclreadline.fossil
SSL: cannot connect to host chiselapp.com:443 (unsupported ip family)
Clone done, sent: 0  received: 0  ip: 
server returned an error - clone aborted

It seems like the OpenSSL 1.1 support is buggy yet.
