As has been pointed out to me (thanks, Ansgar Burchardt) the existing Artistic License terms contain effectively the same restrictions, in §5: 5. You may charge a reasonable copying fee for any distribution of this Package. […] You may not charge a fee for this Package itself. <URL:file:///usr/share/common-licenses/Artistic> That demonstrates that these restrictions are deemed DFSG-free by Debian's FTP Masters in works prior and subsequent to this one.
