I am one of the STK admins. Can you tell us exactly what you need? The
song was released under CC-BY-SA by the author (as indicated by the
author's email we received, which we published in the mentioned forum
thread: http://forum.freegamedev.net/viewtopic.php?f=17&t=6562#p70981).
Afaik under CC-BY-SA no 'source code' is necessary, but even so the .mod
file is available in our media repo
(https://svn.code.sf.net/p/supertuxkart/code/media/trunk/music/mods/).
I am not really sure what else you need - any advise appreciated!

PS: Is there a way of avoiding publishing email addresses here on the
