About the archive rebuild: The rebuild was done on EC2 VM instances from
Amazon Web Services, using a clean, minimal and up-to-date chroot. Every
failed build was retried once to eliminate random failures.

This is due to the switch to libssl "1.1" -dev which doesn't depend on
zlib1g-dev anymore. We already have a bug for OpenSSL (#828337) that we
will solve either by uploading 1.7 to unstable or by build-depending on
libssl1.0-dev.

I close this bug as I am pretty sure that if I try to merge it, BTS will
complain about different states and it will take me several minutes to
figure out how to merge it correctly.
