In case not solvable in time, I guess switching to libssl1.0-dev Build-Depends and unblocking the transition (including lowering severity) would have benefit for the available rdepends in the archive (syslog-ng-mod-smtp, pacemaker-cli-utils, balsa, esmtp, collectd-core and collectd for libesmtp6).
