according to
https://packages.debian.org/sid/hppa/libpam-poldi/filelist
the libpam-poldi package ships a file /usr/share/info/dir.gz on hppa.
Installing this package overwrites the index of installed info pages
making these inaccessible. Policy specifies "[/usr/share/info/dir] must
not be included in packages other than install-info." in 12.2.
I guess the relevant difference between hppa and the others is that the
hppa build host had install-info installed while the others don't.
(There is no build log available though.)

This bug is fixed in closed in 0.4.2+git20151221.338f78b-1 for
stretch.
For jessie, build was done successfully (in the condition where
install-info was not installed) and hppa was not the release
architecture.
Keep opening this bug is irrelevant. If needed for you, please keep
this information for HPPA port, instead.
