Bug#839526: dia FTBFS: dh_installxmlcatalogs: Unexpected debhelper version format

Actually, the bug is indeed in the web page for dia:

https://bugs.debian.org/cgi-bin/pkgreport.cgi?src=dia

but since it's fixed, it's at the bottom, not at the top, so it's easy
to miss. It happened to me in a similar case as well :-)
