The breaks/replaces was added by Jonathan Wiltshire[1]. Please note that python-pypdf is noted unmaintained[2]: -- cut -- This page is no longer updated. I've stopped maintaining pyPdf [...] -- cut -- The fork it refers to as continued development is disappeared. As such, python-pypdf is not touched for more than six years[3] and it's Python 2 only which may be deprecated somewhen soon. As I know, Ubuntu doesn't ship it anymore for example. In the contrary, PyPDF2 has Python 3 support, constantly updated and supported[4].
