Package: libyaml-perl
Version: 0.57-1
Severity: serious
Justification: Policy 3.5

# apt-cache depends libyaml-perl
libyaml-perl
Depends: perl
Depends: <libclass-spiffy-perl>
Depends: <libtest-base-perl>

According to the upstream author, Test::Base is only needed to build the
module. The upstream author also doesn't mention Spiffy being needed.
If spiffy really is needed, it should depend upon libspiffy-perl as that
is already in Debian.

# apt-cache policy libspiffy-perl
libspiffy-perl:
  Installed: (none)
  Candidate: 0.29-1
  Version table:
     0.29-1 0
        650 http://ftp.us.debian.org unstable/main Packages
        650 http://ftp.debian.org unstable/main Packages
     0.21-1 0
        500 http://ftp.us.debian.org etch/main Packages
        500 http://ftp.us.debian.org sarge/main Packages

libyaml-perl cannot be installed in Sid because of this.

# apt-get install libyaml-perl
Reading package lists... Done
Building dependency tree... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against
that package should be filed.
The following information may help to resolve the situation:

The following packages have unmet dependencies.
libyaml-perl: Depends: libclass-spiffy-perl but it is not installable
Depends: libtest-base-perl but it is not installable
E: Broken packages
