This is bug #827806: https://bugs.debian.org/827806 I've done some investigation and added a comment to that bug report that will hopefully help in fixing it. Since your package does nothing wrong here, I don't think you should do anything. If you really want your package to build _now_ for some other reason, you could try to switch the dot format to png instead of jpg (I would recommend png instead of jpg anyway for graphviz, because jpg is more suitable for photos and not diagrams).
