That's a good question. I believe that the major reason for that rule is to be able to upload new versions of binutils without breaking reverse dependencies. It seems unlikely that new major versions are uploaded to jessie, so the violation of that rule arguably has less consequences in jessie. Therefore I'd argue that the bug does affect jessie, but it isn't worth fixing there. Now I still don't know whether that tagging is reasonable. Helmut
