Hi Nicholas,

only now (wondering what “From other branch bugs” means) I found out
that w3c-sgml-lib badly (different paths, no transition package) re‐
places w3c-dtd-xhtml in sid. There are several problems with *that*,
as well.

First off, 
w3c-sgml-lib_1.3-1_all.deb/deb://CONTENTS/usr/share/xml/w3c-sgml-lib/schema/dtd/REC-xhtml11-20101123/xhtml11.dtd
is modular, not flattened, i.e. contains references to other files,
such as xhtml-struct.mod (at the EOF), but these files are not part
of the package. This makes w3c-sgml-lib unusable for XHTML 1.1. Let’s
discuss that separately.

Second, this still applies:

The w3c-sgml-lib package’s Debian copyright file also has a mismatch
between grant and licence to use and uses the newer W3C licence, which
lacks permission to “use” the work and OSI approval (though, of course,
the latter is not a problem for Debian, I don’t intend to legally ana‐
lyse whether the former is).

You might wish to take this as template, but only for all files in
the w3c-sgml-lib file that predate the relevant cutoff dates (which
are, roughly, 2001-06-02 for the generic “you can also use the W3C®
software licence” grant and 2002-12-30 for the more specific “if
there’s no explicit licence, you can use the W3C® software licence
for it” grant that saved our arses for XHTML 1.0 Second Edition).

Cutoff date for the grant with the newer W3C licence is 2009-08-17,
which however contains the generic “you can also” grant.

Anything newer than that will require to have explicit licencing
terms attached to the individual files (or their distribution,
but that’s more involved to check).
