but that package isn't available.  This is pretty bad, since a lot
of important packages, apt-file for one, depend on this package.

Since the packages web site is down, and it replacement web page
tells you, amongst other things, to use apt-file instead, it sure
would be nice if I could even install apt-file.

It is on all official Debian architectures.  If the amd64 archive doesn't
have it, you'll need to talk to the amd64 porters about it.
