This is seriously odd.  It does not come the clamav package itself, but
from dpkg when trying to unpack the package.  Operation not permitted
means permission problems, but I wouldn't expect that unless you either
had serious file system damage, had the immutable bit set on the file
for some reason, you're running selinux enabled, or you've been rooted.

I would suggest instead that you track down what is wrong with the
machine first.  Can you mv /usr/sbin/clamd to another directory?  Do you
have anything in the logs?  Any other unusual things happening recently?

Since this is not a problem in clamav itself, I am lowering the severity
so the Release Managers don't have to track this on their lists of
problems for sarge, pending investigation.  If other packages install
normally, everything else checks out fine, we can reraise the severity
then.
