I don't know if this build-dependency may be dropped or not, but as far as "dogtag-pki" build-depends on "selinux-policy-dev" and "selinux-policy-dev" is not in stretch, "dogtag-pki" should not be in stretch either (packages in stretch should have their build-dependencies in stretch as well).
