Bug#818308: Bug#818304: tzdata-java: Removal of tzdata-java in tzdata 2016b-1 makes openjdk-7 uninstallable

Also reported for openjdk-7 as #818308 where this bug is grave. I do not 
know how else to use bts to report a normal bug in one package that is 
grave in another. I do not think bugs with different severity can be merged.
