Depending on the configuration, it may be possible to offline CPU0. However, I have been informed that the kernel still prevents offlining the last CPU - or at least it is supposed to. So I'm reopening this, but correcting the severity. ("renders system unusable" does *not* mean the system hangs or crashes, it means the system becomes unbootable or otherwise persistently broken.)
