Justification: Debian Policy 3.3

When contacting Debian bugs against bash-completion, I get a bounce:

This mailing list has been shut down. The project has moved to
    https://github.com/scop/bash-completion

This in violation of Debian Policy section 3.3:

https://www.debian.org/doc/debian-policy/ch-binary.html#s-maintainer

The email address given in the Maintainer control field must accept
mail from those role accounts in Debian used to send automated mails
regarding the package. This includes non-spam mail from the bug-
tracking system, all mail from the Debian archive maintenance
software, and other role accounts or automated processes that are
commonly agreed on by the project.

Please reinstate the mailing list or update the maintainer info.
