Could you please include the Security Team and the Release Team in the discussion here? They may decide to let linux-grsec be part of stable in some way. For example it could be listed as unsupported in debian-security-support package and up-to-date versions could be provided through backports. Even if they oppose letting linux-grsec to enter testing they could express their exact concerns and those could be resolved in the future.
