While investigating #739308 I noticed that fatrat-unpack is licensed under
the GPL without any apparent non-GPL-linking exceptions, but links to
code that imposes restrictions beyond those of the GPL (the non-Free unrar
library). This means Debian does not have permission to distribute the
resulting binaries.
The authors of fatrat-unpack probably intended to be licensing it under
the GPL with a special exception that it may be linked to the non-Free
unrar code. However, they don't seem to have explicitly said so.
If the copyright holders are willing to relicense fatrat-unpack under
"GPL with exception" terms, similar to the exception documented in
http://metadata.ftp-master.debian.org/changelogs/main/w/wget/unstable_copyright
in which the copyright holders explicitly allow linking it to OpenSSL,
that would solve this.
