The copyright file only lists BSD-3-clause and BSD-4-clause
licenses currently.

Some parts are BSD-2-clause, though.

More importantly, and the reason for the serious severity:

Parts of arm and aarch64 code are GPL-2-licensed, though,
causing bootloaders built using them to be GPL-2.
