Bug#806167: python-twisted fails to upgrade because of missing/incorrect replaces/breaks

Unfortunately the fix uses incorrect version number at least for
python-twisted-conch, so it's still broken.

python-twisted-conch:

  Candidate: 1:15.5.0-1

Note the epoch.
