It is called explicitly in debian/rules.  It may even have been me who
originally added the line.  It works for 2.1.4.

All it does is generate the BASH completions so I wouldn't call it
critical.  Heck, I don't even use BASH as my shell anyway.

From my point of view, yes.  This module supports QIIME and I tested
QIIME with 2.1.4.  The fact that 2.1.5 has substantial changes makes me
suspicious.
