I am getting the same
xf86EnableIOPorts: failed to set IOPL for I/O
(Operation not permitted)error in gdm3 / startx after the recent xorg update. Only root can run startx with 7.7+12 on my machine. Luckily, downgrade to 7.7+7 fixed the regression.
