With the current unstable, I cannot reproduce this. When I take
plplot_5.10.0+dfsg-1 and just apply the patch from above, the compilation
succeeds. However, the order seems different:

make[3]: Leaving directory '/tmp/buildd/plplot-5.10.0+dfsg/debian/build_tmp'
make[3]: Entering directory '/tmp/buildd/plplot-5.10.0+dfsg/debian/build_tmp'

[ 52%] Built target x33d
make[3]: Entering directory '/tmp/buildd/plplot-5.10.0+dfsg/debian/build_tmp'
Scanning dependencies of target plf95demolibd
[...]

Did you change anything else? Or did you not apply the full patch?
