The gromacs binary package contains a public shared library
(libgromacs.so.0), and votca-csg depends on it.

Policy ยง8.1 says:

In this case, the shared library package should be libgromacs0,
and gromacs should depend on it.

Not doing this makes SONAME transitions, C++ ABI transitions, etc.
more painful for no good reason.
