Hello,

according to

        https://packages.debian.org/jessie/arm64/gxmessage/filelist

the gxmessage package ships a file /usr/share/info/dir.gz on arm64.
Installing this package overwrites the index of installed info pages
making these inaccessible. Policy specifies "[/usr/share/info/dir] must
not be included in packages other than install-info." in 12.2.

I guess the relevant difference between arm64 and the others is that the
arm64 build server has install-info installed while the others don't.

At least the armhf build log[1] contains

         /usr/bin/install -c -m 644 ./gxmessage.info 
'/build/buildd-gxmessage_2.20.0-1-armhf-l8Tt8T/gxmessage-2.20.0/debian/gxmessage/usr/share/info'
         install-info 
--info-dir='/build/buildd-gxmessage_2.20.0-1-armhf-l8Tt8T/gxmessage-2.20.0/debian/gxmessage/usr/share/info'

        install-info: warning: nothing done since /usr/bin/install-info doesn't 
exist,
        install-info: warning: you might want to install an info-browser 
package.

while for arm64[2] the two last lines are not there.
