You need to patch Catalyst when using new kernels. Consult /var/lib/dkms/fglrx/15.7/build/make.log, there you can see compilation errors. New Catalyst 5.19 work fine with kernel 4.1.3 after patching. See text and comments of my video: https://www.youtube.com/watch?v=O-tBdO7KUlo
