The whole thing used in generated module packages is a mess because it uses major numbers reserved for local use and there is no good and reliable way to make it right for everyone. Further, people need to generate module packages explicitelly and install them manually and because of the nature of the package I don't expect real trouble from mknod usage. Therefore the usage falls under the "local use" terms which the used major number range has been reserved for and which is not covered by MAKEDEV.
