Also, if you remove one of these necessary dependencies, eg libghc-optparse-applicative-dev, cabal configure -v3 will show the problem resolver exhaustively trying to resolve the dependencies and failing, without using much memory. It then goes ahead and runs Setup configure, which OOMS. -- see shy jo
