Justification: Policy 4.4

Hi,

The latest debian/changelog entry has a date of:

  Tue, 21 July 2015 18:08:10 +0200

However, Policy section 4.4 tells us that "month is one of: Jan, Feb,
Mar, Apr, May, Jun, Jul, Aug, Sep, Oct, Nov, Dec".

This is important in a practical sense since dpkg-dev 1.18.2, date
parsing is stricter and thus dpkg-parsechangelog, dpkg-genchanges (etc.)
fail to process the file.

Simply s/July/Jul/ fixes this.

Regards,
