Sorry this does not explain how to create d/control. Your hint says I
should ignore what you crafted with probably good reasons I'd like to
understand. I can not imagine you want me to edit control.in.in and
control manually so why not uncovering the trick. (If not I'll leave
the package as is for its real Maintainer who probably knows.)
