Justification: fails to build from source (but built successfully in the past)

This bug affects all apertium-es-XX packages, but I'm filing it only
against the first one.

apertium-es-XX is no longer buildable in sid since it B-D:
libapertium3-3.1-0-dev which is no longer built by apertium 3.4 in sid.
I would expect that apertium-dev is the (unversioned) successor.
