As you probably noticed, the packaging merely forwards postinst events to the upstream post-install scripts, which uses the distro-portable 'service' command to start and stop services. Does this mean the Debian maintainer has to patch upstream to special-case Debian? Also are you interested in working on such a fix, since you have enough time to reopen bugs one month after closing (through an upstream patch, or making 'service' consistent with 'update-rc.d')?
