Unless I'm missing something, the patch is not in the version in unstable/testing. Looking at the git repo linked from tracker.d.o, https://anonscm.debian.org/cgit/pkg-go/packages/golang-github-glacjay-goini.git/ the patch was added after the release was tagged.
