It's a shot into the dark, but this makes me wonder if this is another fallout of enabling USB auto-suspend? Can you please try and move away /lib/udev/rules.d/42-usb-hid-pm.rules (rename it to *.rules.disabled or so), reboot, and see if that improves things?
