THis is an add-on of the package float, as clearly stated in the bug
report. And loading float makes it work:
$ cat foo.tex
\documentclass{article}
\usepackage{float}
\begin{document}
Hello World
\begin{figure}[H]
Nothing of interest
\end{figure}
End
\end{document}
$ latex foo
... no error
