While working on the “reproducible builds” effort [1], we have noticed
that sbcl fails to build from source, when when locales-all is installed but
not locales:

really show much more. Also you need to know that our pbuilder setup has
locales-all, which provides: locales, installed.
I'm not really sure atm how to this should be expressed, as build-conflicts
does not exist. Maybe this bug should also be of "important" severity only,
please downgrade if you think so.

The issue of FTBFS is fixed in the latest revision of ruby-crass
(1.0.2-2) by adding a Build-Conflicts:locales-all.
