Hi,
upstream is providing the html files under the GPL. They are not
providing the files the html is generated from, but since they are the
copyright owners, they are free to release the files in any format they
like (and any license they like).
So regarding the maxdb-doc package, there is no violation of the GPL
because upstream has chosen to release the html files under this license
(and nothing more).
Please tell me, if I misunderstood your reason for filing this bug,
otherwise I will close it by the end of the week.
