It's not only a library, but also a set of command-line tools (the ffmpeg binary package). With these command-line tools one can check the libraries. (That's how a large part of the upstream test-suite works.) For example, one can verify that bugs in Libav don't exist in FFmpeg, e.g. #783616 [1].
