epiphany-webbrowser build-depends against libwebkit2gtk-4.0-dev, which
ships the includes in /usr/include/webkitgtk-4.0/. The error comes from
an include file from /usr/include/webkitgtk-3.0, so I suspect you had a
dirty build environment and some optional feature was pulling in the
webkitgtk-3.0 headers

It builds in a clean chroot, therefor downgrading the severity.
I don't think this is release critical and warrants an upload adding a
Build-Conflicts against libwebkit2gtk-3.0-dev.
