Fixing the ownership of this does not solve the problem of the service not starting up. I also tried to follow the upstream instructions for the daemon which suggest running the daemon manually once so that the config directory is populated with the right files. I did not succeed probably because the debian-deluged user is configured without ability to login. Needless to say this makes the package completely unuseable for me, and probably for all.
