You mean like this?
$ pmap -X 1
1:   /sbin/init

> if a user is able to open /proc/1/smaps.
$ ls -l /proc/1/smaps
-r--r--r-- 1 root root 0 Jan 23 22:12 /proc/1/smaps

So, do you have a different set of permissions?
