Hi, Andreas, This is another incarnation of #751367. Although it can be caused by debconf database corruption, in a fresh install it can also be caused by apt-utils not installed initially (See #751367). It has been dealt with more gracefully in 1.23.6 and fixed in 1.23.12 by using no-await triggers. I asked release team to allow incorporation of changes in 1.23.6 (See #761662), but had no reply. This is probably meaningless with jessie release approaching. I am forcemerging this bug report with #751367.
